What this is:  It is just a required pleading to be filed by plaintiff which confirms everybody has been joined and the case is or is not suitable for arbitration.  As the amount in controversy likely exceeds $50,000 the case is not subject to arbitration.  Other events like this are all laid out in the case scheduling order issued when the case is filed.

All in all, just a bunch of "administrative gobbledygoop." Phrase (and description) stolen from one of my attorney buddies. Thanks T!
